According to the World Health Organization (WHO), the quality of life means ‘individuals’ perception of their position in life in the context of the culture and value systems in which they live and in relation to their goals, expectations, standards and concerns. In another words, quality of life not only include the material life of an individual, but also include health, social relationships, and so on. Do all of the Hong Kong people have a good quality of life? Let’s find it out through 5 aspects: economical, political, social, environmental and cultural.
    Economical
    Economically, we can refer to the Gini coefficient, cost of living and unemployment rate.
    Gini coefficient
    According to the Census and Statistics Department., the Gini coefficient of Hong Kong keep raising from 1998 to 2001, which is from 0.451 to 0.525. Up to the latest information in 2006, the Gini coefficient of Hong Kong has already reached to 0.533, which means the disparity between the rich and the poor is very large.
    Cost of Living
    According to the ECA International in 2008, Hong Kong’s cost of living ranking is 9 in Asia. It shows that Hong Kong’s cost of living is quite high.
    Unemployment rate
    According to the Census and Statistics Department in 2009, Hong Kong’s unemployment rate is falling, which means most of the Hong Kong people are employed and have the ability to earn money for living.
    Political
    Politically, we can refer to the democracy, rights and freedoms.
    Democracy
    Hong Kong adopts the principles of ‘One Country, Two Systems’ and ‘Hong Kong people ruling Hong Kong’. Although it seems that Hong Kong’s democracy is very high, it is not the truth. As Hong Kong does not have a universal suffrage, it shows that Hong Kong is still under the control of the Republic of China.
    Rights and Freedoms
    Hong Kong’s Basic Law protects people’s rights, maintains social order and prevents the abuse of power by the government, which gives enough rights and freedoms to the citizens, such as human rights, freedom of press, freedom of speech, freedom of movement, and so on.
    Social
    Socially, we can refer to the social stratification, state of education and welfare.
    Social stratification
    Although Hong Kong is said to have social mobility, actually people still have a sense of upper class and lower class. The upper class, which means the rich people, will usually discriminate the lower class, which means the poor people. They think that the lower class is seems to be not educated and have bad manner. In contract, the lower class thinks that the upper class is so conceited and unfriendly. As a result, they refuse to stay close with the upper class. It makes the social disharmony.
    State of education
    Hong Kong has 12 years of free education so that all the citizens should have a chance to study. Further, all the people are educated in the society so that they have a better quality to find a job in the future.
    Welfare
    Hong Kong has social welfare for social security, family and child, young people and the elderly. For example, Comprehensive Social Security Assistance Scheme (CSSAS), Emergency Relief, Traffic Accident Victims Assistance Scheme, and so on, which are sufficient for supporting the people in need.

    Environmentally, we can refer to the pollution, environmental conservation and public space.
    Pollution
    As Hong Kong is having many people, the constructing companies keep building houses for people to live in and become ‘walled buildings’ and lead to ‘wall effect’. This phenomenon will cause more serious air pollution as the air pollution is worse in Hong Kong already. Also, light pollution and noise pollution affect the environment and also people’s health.
    Environmental conservation
    The Hong Kong government has set a Nature Conservation Policy for protecting the ecological environment, which is good for our environment. For example, the Long Valley and Ho Sheung Heung are included in the priority sites for enhanced conservation; it utilized the environment based on the principle of maintaining biodiversity and preserving natural resources.
    Public Space
    Public space refers to a place to which the public has the right of access without paying fees, which means a place for the public to rest, gather and develop their local culture such as street performances and vending. Hong Kong does not have much place for people to develop our local culture; the people from the Food and Environment Hygiene Department will not allow people to do so.
    Cultural
    Culturally, we can refer to cultural heritage, local culture and cultural characteristic.
    Cultural heritage
    Cultural heritage refers to the continuation and further development of a culture. People were not actively involved in Chinese cultural heritage in the past. After China resumed, people place more importance on it. For example, we have a holiday for the Buddha’s Birthday; we have children on floats staged at Cheung Chau, and so on.
    Local culture
    Hong Kong has its own culture and it does not affect by the other countries’ culture. Cha chaan ting is a good example; no matter are local people or visitors, people love eating ‘egg tart’ and milk tea as they are the local culture of Hong Kong.
    Cultural characteristic
    Before China resumed, Hong Kong is ruled by the British. Therefore, Hong Kong’s cultural characteristic is fusion of the East and West, which is called Cultural diversity. We can see many different cultures from different countries in Hong Kong as Hong Kong is being the meeting point of the East and the West. There are people from different countries in Hong Kong so that Hong Kong needs to be cultural diversity.

    To sum up, Hong Kong SAR government does not maintain the quality of life effectively but not really ineffective. If the government can fulfill all the needs in the above 5 aspects, it would be perfect.

  3. Quality of life is used to evaluate the general well-being of individuals and societies, it used in a wide range of contexts, including Economical, Political, Social, Environmental, and Cultural.
    Quality can be affect by government, social and personal. These three groups of people have different level of affecting quality of life. Base on Hong Kong SAR Government can affect the quality of life; let us talk about how effective has the Hong Kong SAR Government maintain the quality of life in Hong Kong.
    Economical
    Rate of unemployment
    There is a financial meltdown in 2009, a lot of people and social organization have been affecting seriously, some of the social organization cannot tide over the financial meltdown in safety, bankrupts become the final way for them, and at the same time, the unemployment rate in Hong Kong increasing just like a rocket and it touch 5.4. Up to now, base on the upturn of the economic, the unemployment rate decrease to 5.3, although the different between 5.4 and 5.3 is very little, but this 0.1 have been represent 7700 people, the is something need to be happy. On one hand, the unemployment rate of Hong Kong is decreasing. On the other hand, the unemployment of graduate still around 13, that mean not everyone can be derive benefit.
    Political
    Few months ago, the argument of Guangzhou-Shenzhen-Hong Kong Express Rail Link between the Hong Kong citizens and the government is very fiery. Affected by the project’s ground facility building, Tsoi Yuen village in Shek Kong, Yuen Long, will have to be demolished. However, villagers voiced their desire not to move or demolish the village, hoping to keep their homes intact and fight until the last minute. Base on they have different idea, the citizen use demonstrate against to show they’re resentful of the government. A lot of people and some master of building point out the disadvantage of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, but the government just say there will be big problem if Hong Kong not build the Express Rail Link to connect to the mainland China. There is also have some people agree to build the Express Rail Link, and after they have analyzing, they found that there is another way to build the Express Rail Link, and it also can save money for the tax payer and save the Tsoi Yuen village in Shek Kong, but the government defy the suggestion from the citizen again, it show that the government do not respect the citizen, that mean the political of the government can be improve.

Refer to the World Health Organization (WHO), the definition of the quality is the ‘individuals’ perception of their position in life in the context and value systems in which they live and in relation to their goals, expectation, standards and concerns. It affected in a complex way by the physical health of person, psychological state, level of independence, social relationships, personal beliefs and their relationship to salient features of their environment. Quality of life can be measured by economic aspect, social aspect, political aspect, environmental aspect and cultural aspect. Let me analyses different aspect for you.
    Let’s talk about in terms of economic. On one hand, we can have Gross Domestic Product (GDP) and unemployment rate in economic aspect. The ranks of Hong Kong are GDP in 2005 and are 35 and 27 respectively. We can see that the income of the residents in Hong Kong has increased. On the other hand, according to the Census and Statistics Department in 2009, Hong Kong’s unemployment rate is falling. It means that the number of people who do no have any job to do is falling.
    After that, let’s talk about in terms of environmental. It includes environmental protection, pollution. The pollution in Hong Kong is very serious. On one hand the rate of air pollution in Hong Kong is 46.90 and 49.93 in 2006 and 2007 respectively. On the other hand, the rate of noise pollution in Hong Kong is 1.43 and 1.63 in 2006 and 2007 respectively. The problem of pollution aspect in Hong Kong is very serious. Fortunately, the Hong Kong Special Administrative Region (HKSAR) has established some departments of a larger organization to observe the environment in Hong Kong, such as the conservancy association, Greenpeace and green power.
    In addition, let’s me express the aspect of political. It refers to human rights and press of freedom. Human can ensure that people are not exploited due to their minority or vulnerability of rights. (Example of human fight: rights of specific groups such as children, women and those with different sexual orientation.) Furthermore, the freedom of press refers to mass media can have the freedom to decide what to see and what to listen.
    Moreover, let’s talk about in terms of social. It includes state of education and welfare. In Hong Kong, HKSAR has given subsidize to public school students until they graduate from the upper secondary level. We can see that HKSAR has given a lot of resources into the education aspect. Furthermore, HKSAR has provided a lot of welfares to residents in Hong Kong. For example: Traffic accident, Social Security Allowance Scheme, Criminal and Law Enforcement Injuries Compensation Scheme. As a result, there are a lot of rights have been provided to resident.
    Finally, Let’s me introduce the aspect of Hong Kong culture. Cultural diversity is a cultural characteristic of Hong Kong. This is because the unique fusion of the East and the West, and the new and the old is manifested in aspect. Just like the food in Cha Chaan ting. It contains coffee and barbecued pork with spaghetti. It attracts a lot of tourist to come to Hong Kong. The festivals in Hong Kong are also very unique. This is because the festival in Hong Kong is the combination of Western festival and Eastern festival. We can see that the cultures in Hong Kong are very unique.
    As a result, the quality of life in Hong Kong universally is good except environmental aspect.
    My comment: I like the performance of HKSAR generally. However, in terms of environmental aspect, government should popularize more information to people, especially the student. We need to teach some environmentally concept to them due to they are young

  8. Quantity of life have a lot of different items, this time I want to talk about some of them, they are Economical, Political, Social, Environmental and Cultural.
    Each of the item also have three parts, they are government, social and personal. These three parts of people have different affecting about quantity of life.
    Economical
    Lower tax rate, high cost of living, free trade policy and high unemployment rate are the factors affecting the quantity of life about economical in Hong Kong.
    Advantage
    Lower tax rate and free trade policy are the most advantage in economy’s quantity of life.
    Lower tax rate can increase the purchasing power. Also it can increase the income of supplier. They can earn more money.
    Free trade policy can let the citizens to have more choices of the products.
    Disadvantage
    High cost of living and high unemployment rate are the most advantage in economy’s quantity of life.
    High cost of living will cause consumer. They will abate their consume co native.
    High unemployment rate in Hong Kong is a big problem. The high unemployment rate in Hong Kong is about 5.4. It about forty million of people. Therefore, the quantity of life decreases.
    Political
    Freedom of speech and freedom of movement are the quantity of life in Hong Kong about political.
    Freedom of speech has both good and bad sides. Good side is the low grade of citizens can use the freedom of speech to protest again. They can take back their right.
    But when they are protesting, the bad side will come out. Some of the radical people will conflict with the police. Therefore, it will injure other.
    Freedom of movement is a good factor. It can attract more people to live in Hong Kong. Hence, it can step up the development.
    Social
    Education and CSSA are the good factor of quantity of life of social.
    Twelve years compulsory education is very limited. Hong Kong is one of the city have this. Therefore, we are so luck in Hong Kong. Also it can let the parent no need to care the tuition.
    In Hong Kong has the extreme disparity between the rich and the poor is very serious. So CSSA is an important factor to help the poor people. Most of the poor people (e.g. elderly) they depend on CSSA. Accordingly, the CSSA is very important.
    Environment
    Pollution and recycle are the quantity of life in Hong Kong about environment.
    Pollution is acute in Hong Kong. Air pollution is most important problem. Hong Kong is densely populated. On the road always have a lot of cars. They are the elements of air pollution.
    Hong Kong is densely populated. Everyday people produce a lot of rubbish. So we need to use recycle to reduce the rubbish.
    Cultural
    Culturally, we can refer to various kinds of food and Spiritual. Hong Kong is a fine food paradise. Hong Kong also has its own cultural (e.g. Eastern and Western restaurants (茶餐廳)). We also can refer cultural heritage. Hong Kong has a lot of different cultural heritage. E.g. Tian Tan Buddha, Noah’s Ark).

    I think the government can do more because now is not enough like the pollution. This problem is an important problem in the world. We should do more things about this. We should teach teenagers some environmentally concept.

    Quality of life is used to evaluate the general wellbeing of individuals and societies. Quality of life used in a wide range of contexts, including the fields of economical, political, social, environmental and cultural. Quality of life should not be confused with the concept of standard of living, which is based primarily on income.
    In Economical, we can look at the Gini-Coefficient, Unemployment Rate and free trade policy. Gini-coefficient is commonly used as a measure of inequality of income or wealth. In Hong Kong, the Gini-coefficient is 0.53. It means the some people have the higher income. Unemployment occurs when a person is available and willing to wok but currently without work.The Unemployment rate of Hong Kong is falling, more people can find the job and it helps the people to save money.
    In political, there have many freedoms in Hong Kong. We have freedom of press. The news in Hong Kong has the freedom to publishing they’re work. Freedom of movement asserts that a citizen of a state, in which that citizen is present, generally has the right to leave that state, travel wherever the citizen is welcome, and, with proper documentation, return to that state at any time; and also (of equal or greater importance) to travel to, reside in, and/or work in, any part of the state the citizen wishes without interference from the state. Hong Kong people have the freedom of movement. They can go to other country. Freedom of speech is the freedom to speak without censorship and/or limitation. The synonymous term freedom of expression is sometimes used to indicate not only freedom of verbal speech but any act of seeking, receiving and imparting information or ideas, regardless of the medium used. Hong Kong people have the freedom of speech, you can speech what you want to speech.
    In social, Hong Kong has the 12-years compulsory education. All people in Hong Kong can study 12 years. Comprehensive Social Security Assistance (CSSA) help many poor people. CSSA give money to some poor people.
    In environmental, there have much pollution in Hong Kong. Air pollution in Hong Kong is serious. Hong Kong has many car and it produce a lot of air pollution. Light pollution is serious too. There have many light bulbs in Mong Kok.
    In cultural, Hong Kong people accept other culture. In Hong Kong, many culture can appears. Hong Kong have many Holiday, it means Hong Kong is between Weston and Chinese. For Example: Egg Tart & Milk tea.

  13. Nowadays, quality of life is used to reflect the level of satisfaction and it can divide it into two levels - material level and non-material level. As in quality of life, something we can measure it, such as how many house we have and which transport we need to take to one place to another. However, something it's difficult to measure, for example, do you the house are beauty or not and is the clothes are match to the occasion etc. So for government to maintain the quality of life in Hong Kong, we can measure in different aspects, economic, environmental, political, social and cultural.

    First of all, in economic aspects, I thin kunemployment rate and gini coefficient would be the better measurment for government to maintain the qulity of life in Hong Kong. As usual, government has put a lot of the imporvement in unemployment rate. We have known that in Hong Kong, the unemployment rate have already dropped into 4.4% by this few days by the government news. Since unemployment rate means the people who are willing and able to find a job to do. As a result, it can see how improvement for the government on unemployment rate.

    What is the definition of Quality of life? So of the people may think having more money is equal to have a better quality of life. In fact, quality is not determined in money. We can’t determine quality by just measuring people’s wealth. Quality of life can be measure by five mainly factors. Those five factors are health aspect, social aspect, economics aspect, political aspect, environmental aspect and cultural aspect.
    At the economic aspect, there are some factors which may affect people’s quality of life. Gini coefficient is one of the factors which will affect quality of life. By looking at the Gini coefficient we can know that is the gap between rich and poor is big or not so that we can know the how was the living quality of people in that country. Having more money can let people can have a better material life. They can choose to live in a better living place, clothing….. to improve their quality life.
    Unemployment rate will also affect quality, more people who are unemployed will have lower quality of life.
    At political aspect, Quality of life can mainly affect by human rights and freedoms. In Hong Kong, human rights and freedom is protecting by the Basic law such as freedom to speech, freedom to press…… As a citizen, they would wish to have more right and freedom. Having more right and freedom can let people feel free and enjoy their life.
    At social aspect, the 12 years free education in Hong Kong can let more Hong Kong citizen have chance to study more and to improve their knowledge, by having a higher knowledge they can find a better job and have a better living place. Social welfare can also affect people quality of life for example many lower class people improve their living place because of the welfare of the government.
    At the environmental aspect, the pollution in Hong Kong is quite serious especially the air pollution problem! Environment can affect people’s health like the air pollution in Hong Kong will cause many people have lung disease. And it will lower the quality of living in Hong Kong. And nowadays in Hong Kong, more and more building were built. Sometimes the natural Environment may be destroying by the Engineering project. Most of the natural environment was destroyed in the past through years!
    At the cultural aspect, Hong Kong government should reserve the cultural in Hong Kong like the ‘Cha chan tan’ culture of Hong Kong. Except the ‘Cha chan tan’ Hong Kong government should also do some more Cultural Conservation! For example, Hong Kong government should keep the old fashion house, refreshing the temple and do some propaganda on it. Let people to know more the city that they are living.
    Finally, I think Hong Kong SAR Government is did not maintain the quality of life effectively. I think If Hong Kong government wants to maintain quality of life effectively. They should try to do some things on the above five aspect.

  17. There are many aspect to measure the quality of life. Such as: economy, environment, political, social and cultural.
    First, the economy in Hong Kong is better than other countries. The ranking of the GDP per capita is 27. It show that Hong Kong has a subtained and raising trend in the future.
    Second, the environmental qulality in Hong Kong may be is in the middle of the world. It is because the infrastruture in Hong Kong is more than other countries. So that when there are infrastruture, the place has more pollution at there. Hong Kong has air pollution, water pollution, moise pollution, and land pollution. Besides this Hong Kong also has wall building, it can enhance the wall effect in Hong Kong.
    Third, the political aspect in Hong Kong is better than other countries. Caparing with other countries they may be have some strongly assembly or conflict. But Hong Kong has a good and harmony conflict in here.
    Fourth, the social mobility is higher than other countries. Also, the education, the social welfare and medical sevices is better thanm than other. so Hong Kong may need to put more subsidy into another aspect.
    Lastly, the culural quality in Hong Kong is mix with oriental and western culture, so there are many culture that Hong Kong is missing arround the world. So Hong Kong may be need to explore more culture in the world. Besides this the globalization is the most important issue in the world, so Hong Kong want to reach the globalization as a target, Hong Kong must be absorb more western and eastern culture.
    In conclusion, Hong Kong has the greatest quality of life in the world. So the suggestion may be the efficient and effective way to enhance the image of Hong Kong.

  19. Government helps us maintain a quality life in HK. In economic, political, social, environmental and cultural these five aspects, we can see the government has maintain what to do with our quality of life from these five aspects.
    In economic aspect, we have disparity between rich and poor, unemployment rate, minimum wage, free trade policy etc. I don’t think government has solved the disparity between rich and poor. Although government has thought much welfare to solve it, the event is not become well than before. For example, you have many expensive food for your meal for rich people, but you only have a bread for one day or no money to but the food to eat for the poor people. The distance is very far. If you have money, you can have a good quality in the material side. But if you don’t have money, you couldn’t have a good quality in the material side. Besides, unemployment rate and minimum wage are a big problem in economic aspect. Hong Kong’s unemployment rate is increasing. Many people don’t have job to work. I think government should develop more number for the work’s sit. Although government has done it before, I suggest government can open some classes that teach you other skills for their work. This can let them find different job to earn money. Minimum wage is a problem that government is talking this with the Hong Kong citizen. Since government said $20 is the minimum wage, the people said that is too less. Then they organize demonstrations to the government. Then government said they will change again for the minimum wage.

    In political aspect, we have freedom, human right etc. Government has many freedoms to us. For example, freedom of speech, freedom of movement, freedom of presses etc. Freedom of the press includes free access to news, free transmission of news, free publication and free expression of views. Freedom of the press allows journalists to act as a bridge of communication between the government and the public. We can convey the voice of the public to the ruling power, and monitor government policies. So as to prevent the government from abusing power and exploiting people’s interests.

    In social aspect, we have social welfare, medical services, equal opportunity education etc. Equal opportunity means that no one is subjected to unfair or poorer treatment due to their personal background or identity. The government gives us 12 educations. Let the student can have welfare. You do not need to pay money for studying. I think government has a good manage in the aspect of the medical services. When the children were young, the government will help us vaccination. I think government did it very well.

  20. In environmental aspect, I think government makes the pollution worsen. Not only do not have improve, and it is make it worse before. Air pollution is very seriously in Hong Kong. Air pollution includes roadside air pollution and regional smog. The former is mainly caused by exhaust emissions from vehicles whereas the latter is caused by a combination of pollutants from motor vehicles, factories and power plants both in Hong Kong and in the Pearl River Delta region too. I suggest governments set up the Air pollution Control Ordinance to control emissions from power plants and to suspend the license of the offender. Noise pollution is a quite serious problem too. Traffic noise, construction noise, aircraft and other noises, this kind of noise is affecting our normal life. I suggest government control environmental noise through legislation, such as setting piling hours and construction measures such as building noise barriers and noise enclosures.

    In culture aspect, Government have protect history value building, but it was too less. For example, Echoes of the Rainbow’s Wing Lee Street, after the film has Cineplex, government started to protect it. In Hong Kong, we can find many traditional foods, for examples, the milk tea, and the egg tart which is from Cha Chaan Ting. This food alone reflects the diversity and uniqueness of Hong Kong’s culture.

    In conclusion, I think Hong Kong has a good quality of life. Although Hong Kong has many problem, if Hong Kong try to improve, we can have a better quality of life.

    The 5 aspects are social, economics , political, environmental and cultural aspect.
    Firstly,let talks about the economic aspects,we can measure it by Gini coefficient, GDP and unemployment rate. According to the Ls book,
    we knew that our Gini coefficient is below the average, and our umempolyment rate in Hong Kong are high, many people did not have a job. GDP in HONG KNOG are high too, the survey has found that HK has a serious problem of dispartity between rich and poor.Also, in HK, cost of the materials are high, so when people did not have a job, they're difficult to live in this society, so they'll ask for help from the government.
    In the political aspect, i think HK did it quite well,democracy, rights and freedoms can be found in hk.HK has many organization to protect people who are ill, many different country's people were protected by the law too, and the law has been told us that everyone is equal,and we have many freedom, for example, we have freedom of speech, freedom of thought or freedom of self-defence etc.HK did it quite sucessfully.
    Morover, the social aspects was good. Security,welfare etc can be found in HK. IN security, HK have many organization,eg ICAC, POLICE etc, everyone was protected by the goverment.In the welfare part, HK has did a good job on it,we have many welfare like medical, education, housing etc.
    Furthermore, in the environmental aspects, HK just reach the average. In the conservation part, i think HK did it quite well, we have wetland park to protect the wild animals, ocean park protect the marine animals etc. And the recyle part, i think it's OK, we have many cycle bin in every where, we can recycle the bottle, aluminum cans, batteries,papre etc.But in the pollution part, Hk has a very serious problem of air pollution, like "TONG CHUNG", CWB, MONG KOK, had the most pollution of air,people in "YUNG LONG" has many lung's problem, i think ti\his is the largest problem in HK.
    Lastly is the cultural aspects, HK is a cultrual diversity place,many different country's people are in HK too,eg, in a mall, we can see that many differnt kinds of resturant, lie the USA fastfood resturant, some sushi restruant etc. But HK also had some tradional things, like 'cha chan tang' milktea, fishball etc.

  23. The meaning of the quality of life are include many factors,they are economic aspect,social aspect,political aspect and environment aspect.The Hong Kong government want to maintain the quality of life must be work of this four aspect.They all are very important factors.

    In economic side,the government should take care of the low income family.But i think the government haven't adequate to take care of the low income family.Most of the high income family and middle income family think that money is not a problem,they may think that the economic is not a factor to affect the quality of life in Hong Kong.On the contrary,the low income family think money is a very important thing of their life.They always need to annoyed the money problem.The rich and poor hang extremely problem is very severity.This make the quality of life not all the peopele think is good.

    In political side,the people of Hong Kong have pursued the democracy of the electoral system.The voting should be one citizen one vote.But,we achieve this purpose is very difficult.It is because the final power to make the decision is the china government.But the rights of the Hong Kong government are very free.Such as we are enjoying the right for freedom of speech,freedom of gattering etc.Both of the freedom are include in human right.That impact the people think that Hong Kong is a good place to live in and make the quality of life be good.

  24. Nowadays, quality of life is used to reflect the level of satisfaction and it can divide it into two levels - material level and non-material level. As in quality of life, something we can measure it, such as how many house we have and which transport we need to take to one place to another. However, something it's difficult to measure, for example, do the house are beauty or not and do those clothes are match to the occasion etc. So for government to maintain the quality of life in Hong Kong, we can measure in different aspects like economic, environmental, political, social and cultural.

    First of all, in economic aspects, I think unemployment rate and gini coefficient would be the better measurement for government to maintain the quality of life in Hong Kong. As usual, government has put a lot of the improvement in unemployment rate. We have known in Hong Kong, the unemployment rate have already dropped into 4.4% by this few weeks by the government news. By the definition of unemployment rate, it means the people who are willing and able to find a job to do. As a result, it can see how government has improved on unemployment rate. On the other side, the gini coefficient measures the income disparity between 0 and 1. But I do not think government has mentioned so well. By the global organization up to 2009 has been found that 0.4% is the average of being “warming” to the country. Now, the gini coefficient in Hong Kong is around 0.5%. It’s higher than the average. Therefore, the government has not satisfied in gini coefficient.

    Similarly, let me talk about environmental aspect. It consists of air pollution and heat island effect. However, the government has not improved as well as the Hong Kong residents expect. Because we can see in nowadays, air pollution is being so serious. It will damage people’s health by releasing a lot of carbon dioxide by driving cars. Also, climate increases in the society becoming a big problem in all over the world. Since many people like opening air-conditioners at home, school and in the office, so global warming has been conducted. In addition, "Heat Island Effect" has been perilous in Hong Kong. West Kowloon is a good example in Hong Kong. As there are fewer distances between the buildings like “Banyan Garden” and “The Pacifica” and it leads to higher temperatures problems resulted. Consequently, the government is insufficient for maintaining the quality of life in the environment aspect of Hong Kong.

    Furthermore, in political aspect, the government has already maintained quite well, such as human rights and political freedom. Hong Kong government has maintained people basic rights such as right to live, right to choose everything without death etc. And Human rights are now generally under the law and conventions. Although we can enjoy the human right in Hogn Kong, how about democracy? Due to the HKSAR nowadays, we can see slow pace of democracy, for example,a general election. Different groups of people has different point of views of this problem. Since the government has trust all of you that we will have the gerenal election in 2017 for legislative council election and 2020 chief executive election. However,the pan-democracy camp councillor will like those election to 2012. Therefore, how can we have a universal suffrage from the Hong Kong residents? Anyway, government of Hong Kong has made well in maintaining a good quality of life in political aspects.

  25. In addition, let us talk about social aspect. It includes equal opportunity and education. Such Hong Kong is an international city; no one is subjected to unfair. The government has set up the "Equal Opportunities Commission" to provide of equal opportunities. So, the government has provided very well to Hong Kong and foreign people. Besides equal opportunity, we also have education. Nowadays, Hong Kong government has already provided young people to have 12 years universal education to upper secondary school. So, people can have a deeper education that the old days. As a result, Hong Kong government has maintained the quality of life as well as in social aspects.

    Last but not the least, in cultural aspect; we can talk about cultural diversity and cultural heritage. We all know that cultural diversity is a cultural characteristic of Hong Kong. It consists of different cultures of traditions, values, beliefs and customs etc. Cha chaan ting is integrating with Chinese and western culture. Many foreign people like eating "eat tart" and "milk tea" in Hong Kong. So, it’ becomes a local culture in Hong Kong. Moreover, cultural heritage is a further development of a culture. For example, the Buddha's Day in Hong Kong is becoming very famous as people will come to Cheung Chau every year to watch their performance and children on floats. According to the World Health Organization (WHO), the quality of life means ‘individuals’ perception of their position in life in the context of the culture and value systems in which they live and in relation to their goals, expectations, standards and concerns. There are five aspects to measure the quality of life. Such as: Economy, Political, Social, Environment and Cultural.
    In the economic aspect, I think the unemployment rate and the Gini coefficient would be a better measurement of government to maintain the quality of life in Hong Kong. According to the Statistics Department in 2009, our unemployment rate is falling, which means that most of the people of employment and ability to earn their living. A financial crisis in 2009, many people and social organizations have been seriously affected, a number of social organizations cannot get over the safety of the financial crisis, the bankrupt to be the last way for them, and in the same time, the unemployment rate in Hong Kong more like a rocket, which hit 5.4. On the one hand, we can have gross domestic product (GDP), unemployment in the economy. Team is Hong Kong's GDP in 2005 were 35 and 27. We can see that income has increased in Hong Kong. On the other hand, according to the Census and Statistics Department in 2009, the unemployment rate is falling. This means that there are many people who have not done any work on the decline. On the one hand, low taxes and free trade policy is the most favorable economic quantity of life. On the other hand, the high cost of living and high unemployment rate advantage is the most economical quantity of life.
    In the political aspect, we can refer to democracy, rights and freedoms. According to the Hong Kong Basic Law, Hong Kong adopts the principle of 'one of the countries. Human rights and freedoms are protected by the Basic Law, such as freedom of speech. It can see that Hong Kong is gives enough rights and freedoms to the citizens.
    In the Social aspect, Hong Kong has 12 years of free education. Moreover, welfare of Hong Kong has social welfare for social security, family and child, young people and the elderly.   31. In the aspect of the environmental quality of Hong Kong, there are a lot of serious pollutions such as air pollution, noise pollution and light pollution. We know that health is an important factor in quality of life but all of the pollutions may harm human’s health.
    However, there are some green groups like Greenpeace in Hong Kong; they can promote environmental protection work in different ways to enhance the quality of environmental. Also, the policy of environmental conservation is quite well because the government has listed 12 priority sites for enhanced conservation in the Nature Conservation Policy. Therefore, there are still many priority sites and wetlands in Hong Kong to enhance the environmental quality. In addition, the 3 principles of sustainable development can enhance the quality of life and health. Also, there are many public spaces in Hong Kong because there are many places that people can rest, gather without fees. In conclusion, I think the Hong Kong people can enjoy the environmental quality of Hong Kong without the pollutions.
    In the aspect of the political quality of Hong Kong, since Hong Kong adopts the principles of ‘one country, two systems’, ‘a high degree of autonomy’ and ‘Hong Kong people ruling Hong Kong’, we can enjoy the executive, legislative, independent judicial power and power of final adjudication. In addition, there are many human rights so that we can entitle to those rights without discrimination and we can respect by others. Second, the rule of law can protect people from being oppressed by the ruling power. Third, there are many freedoms such as freedom of press, freedom of movement and freedom of speech etc, so we can express our point of view in any ways. Moreover, there are ‘3Es’, efficiency, effectiveness and economy to measure the government performance. This is a way to let show the satisfaction of the Hong Kong people. In conclusion, I think the Hong Kong people can enjoy the political quality of Hong Kong.
    In the aspect of the cultural quality of Hong Kong, since the cultural diversity, we are greatly influenced by both Chinese and Western cultures.     First, I would like to talk about the economic aspects, we can measure it by Gini coefficient, GDP and unemployment rate and consumer price index. The Gini coefficient in Hong Kong is below the average, the survey that made my HK government has found that HK has a serious problem of disparity between rich and poor. And the unemployment rate was high, it was difficult for many people to find a job in Hong Kong. GDP are also above the normal average too. Other than that, because of the inflation, the average income has been lower and the costs of the materials had increased rapidly, so when people suffer the unemployed problem, they will be more difficult to survive in this society, so many of them will try to seek help from the government.
    In the political aspect, HK did it quite well, but there is a slow pace of democracy, although rights and freedoms can be found in HK. But still there are some complaints from different class of people. HK government provides different organizations to protect people, all of us were protected by the law too, and the law had told us that everyone is equal, and we have freedom! For example, we have freedom of speech, freedom of thought or freedom of self-defense etc. I was quite satisfied by the HK government.
    Moreover, the social aspect in HK was steady. The securities, welfare in HK have a great improvement. But there still have ageing and low birth rate problem. We have more elderly but not enough medical system, everyone was protected by the government.
    In the welfare part, HK done quite a good job on it, we have lots of welfare, but that was not enough. Some of them were not really necessary to us, I realized that HK government has put a great afford on medical, education, housing already, hope they can make forward progress.
    Furthermore, in the environmental aspects, HK did a good job, we promote more non-smoking area. In the conservation part, I think HK did it quite well, we have a lot facilities for protecting the extinct animals. And the recycle part, we have many cycle bins in every where, we can recycle the bottle, aluminum cans, batteries, paper etc. But in the pollution part, HK has a very serious problem of air pollution, like Mong Kok, had the most pollution of air, many people has lung's problem because of the air pollution, this is a really serious problem in HK.

According "The Economist Intelligence Unit's Quality of Life Index ",the nine quality of life factors ,and the indicators used to represent thesefactors are material wellbeing,health,political stability and security,family life,community life,climate and goegraphy ,job security ,political freedom and gender equality .
    According Worldwide quality of life index in 2005, the score of Hong Kong is 7.347 from 1 to 10 ,and ranks at 18 .

    In the perpective of enviornment, according to the information from government,Vehicles emitting excessive dark smoke may be reported by trained accredited spotters. The Environmental Protection Department (EPD) investigates and screens the reports, and then asks vehicle owners to bring their vehicles for smoke test. Non-attendance at the test or failure to pass the test within the specified period can result in the vehicle licence being cancelled. If dark smoke emission complaints from the public are received, the EPD checks the information and issues advisory letters to the vehicle owners drawing their attention to rectify the problem.
    The numbers of smoky vehicle reports received, smoky vehicles tested, licences cancelled and advisory letters issued to car owners were all dropped in 2008.     in other side, in the perpective of economical, according to the information from government,in the fourth quarter of 2009, the Gross Domestic Product (GDP) increased by 2.6% in real terms over a year earlier, in contrast to the 2.2% decrease in the third quarter. And the private consumption expenditure grew by 4.9% in real terms in the fourth quarter of 2009 over a year earlier, compared with the marginal increase of 0.5% in the third quarter. Also, the gross domestic fixed capital formation increased by 14.7% in real terms in the fourth quarter of 2009, distinctly faster than the 2.6% increase in the third quarter.
    Finally, in the perpective of social, according to the information from govenment, there are many aspect the helping people such as medical services, services for young people, etc. They can solve their problem after servicing.

  38. Do Hong Kong people have a good quality of life nowadays? This issue has been a hot issue in the society. Some people think that Hong Kong Government did not do well to maintain the quality of Hong Kong citizens. However, I think there are adequate policies to maintain a quality for Hong Kong citizens.
    There are several ways to measure the quality of life in one city. For example: Economic aspect, political aspect, and social & culture aspect.
    In economic aspect, the unemployment rate has drop about 4.4% during the first season of 2010. As we can see, more Hong Kong people get jobs during these years. Therefore, there quality will be better. However, some argue that the Gini coefficient of Hong Kong in 2009 was the highest in the world. It means the wealth gap has been widening serious in several years. In my opinion, the major reason for widening the wealth gap is competition. After competition, there must be winner and loser, and this process cause the problem that the rich people become more rich and the poor people become poorer. I think the best solution for this problem is people should avoid some unnecessary competition among people.
    In political aspect, we can measure a city’s quality by observing if there is enough policy, which is protecting people rights or preventing discrimination. The Equal opportunities commission has been established in 1996 and they eliminate sexual harassment, and harassment and vilification on the grounds of disability and race.
    In social & culture aspect, Hong Kong is a fusion of Eastern and Western cultures. Cha Chaan Ting(茶餐廳) is a very good example of fusion of Eastern and Western cultures. We can have barbecued pork spaghetti (义燒意粉) in Cha Chaan Ting but not other restaurant, even you can't try in other countries. This is one special items that can show that Hong Kong have special cultures. And other item that can show Hong Kong is a fusion of Eastern and Western cultures is wedding ceremony. Nowadays, Couples can choose either Chinese or Western ceremony according to their though. Moreover, there is one cartoon can represent Hong Kong’s culture. It is Mcdull It introduces Hong Kong culture through a funny cartoon and it lets more people to understand more about Hong Kong specific culture. From the above elements, I am sure that Hong Kong citizens can be satisfaction with Hong Kong culture.
    In conclusion, Hong Kong is a society that has enough policy for maintaining Hong Kong quality of life.

  39. I think that HK government is still not perform good in providing a good quality of living in HK. Since quality of living can be measured by good wealth, political stability, individual freedom, good living environment, entertainment, etc. In nowadays, many people still struggle for the real democracy and better social welfare through demonstrations, it can be one of the indexes to judge whether HK has good quality of living. Besides, HK has the polarization between rich and poor.According to the Gini Coefficient, 0 represent nearly no Wealth gap and 1 represent the Wealth gap problems become really serious, Hk possibly over 0.5. Although some of the people have a relatively good living quality, live in a big house; those glassroots still have a miserable life without enough money to support their families. However, we can enjoy the good materials and individual freedoms, and someone says that HK has very well economic development. But in my opinions, Hk government certainly not successfully maintain the good quality of lining. It is because the government can not fully give all the rights of voties and eliminate the polarization between rich and poor by offering more wealths to the poors in the present.

  46. Quality of life is an index for people to measure their livelihood. There are many aspects to measure the quality of life, such as: health, happiness, economy, environment, social, family life ext…The happiness and family life is can’t control by the Hong Kong government, but cultural quality, environmental quality and the economy is the government what can do.
    First, the Hong Kong economy is better than other Asia country’s. The ranking of the GDP per capita of Hong Kong is 27. It shows that Hong Kong economy has a continued and raising trend in the future.
    Second, the cultural quality in Hong Kong very good. It is mix with oriental culture and western culture, so that the culture in Hong Kong is missing around the world. So Hong Kong may be needed to explore more culture form others countries .Besides this, the globalization is one of the most important issue in the world, so Hong Kong needs to absorb more western culture to Hong Kong and to keep the characteristic of Hong Kong culture.
    Finally, the environmental quality in Hong Kong is not too good. It is because there are a lot of factory in Hong Kong. Also the pollutants from China may blow to Hong Kong .So that the air pollution in Hong Kong is quite serious, and water pollution, moose pollution, and land pollution is also existence. Besides this, Hong Kong also has the wall building; it may enhance the wall effect in Hong Kong, and make Hong Kong become hotter.

  47. Quality of life means that the overall well-being of a person.it was mainly depend on whether the person is rich or not in the past,but there are some other factor that should be consider nowadays such as the political environment,social welfare etc.
    In the early 50s to 60s,the people would measure their quality of life in terms of wealth.They would worried about whether they could got enough clothes,food and a stable job.They just need the basic life needs and not requested for some other un- essential things for their living.They had a relatively simple life than the modern living standard.
    In Hong Kong,we have a well-developed political system.All the citizens are protected by the law.In the past,there was no ICAC,so that there were many corruption.When ICAC exist,the number of corruption case is decreasing.Also,the citizen have various human rights like rights of abode,rights for vote,right of stand for election etc.The government has announce the minimum wages draft in order to protect the labour,this show the government care whats the people need.
    In the social welfare aspect,the government have provide many support for the vulnerable groups such as elderly,disadvantage people,orphan and the unemployed people.For the elderly,the government has provided the Health Care Voucher to those five health care vouchers of $50 each to elders aged 70 or above annually to partially subsidise their use of private primary healthcare services.Also,the government had provided the Comprehensive Social Security Assistance (CSSA) Scheme. It provides a safety net for those who cannot support themselves financially. It is designed to bring their income up to a prescribed level to meet their basic needs.
    In conclusion, I think the government has done a great job to maintain the quality of life in Hong Kong.It provides different supports to to different people groups, the people have their own freedom.Overall speaking, I think the quality of living in Hong Kong is quite good among the world.

  48. I think the policies and action that taken by government are effective. As you know, the quality of life in Hong Kong is not bad, but still having some points needed to improve or maintain. Recently, our government has set some policies which are based on Economic, political, environmental, social and cultural aspect, to maintain our living place, so as to improve our quality of life.
    In economic aspect, government has set the minimum wage bill, which may lead those lower strata workers, can have a stable income for their daily life. When they have stable income, the GDP per capita may also increase, so that reflects Hong Kong’s quality of life are good. Moreover, the unemployment rate in Hong Kong remains at 4.1% until 19th, February 2010. It is good news to us, because the unemployment rate is lower than last year, which means Hong Kong has more people can work. Therefore, from setting minimum wage bill and the decline of unemployment rate, we can see that, this action is quite effective.
    In environmental aspect, government have made many advertisements to appeal all the Hong Kong residents, who need to reduce the emission of waste, and encourage people put waste paper, plastic materials and aluminum cans into the recycle box. In fact, we can see that, there are many recycle box around us, which can reduce the emission of waste. In addition, government promotes 4R into our daily life, which can foster people to treasure each thing. Until 2006, the recovery rate of waste management are 45%, that higher than past few years. Therefore, we can see that, people become more care about their living place after the government’s advertisements.
    In political aspect, government gives us human rights that we can have freedom to do something. We have many types of freedom; one of them is freedom of press, which is a way for people to know what government does. Because we can know that what policies does government set through mass media, thus the transparency of Hong Kong policies are very high, so that people may think they can more understand Hong Kong and their quality of life may be maintained.
    In Social aspect, our government has done many things in education, medical service etc. In education, government extended the nine-year free education 12years, thus give us more opportunities to study, contribute to the society. Also, it put a large amount of money on tertiary students, because they are the future of the society. Because government ensures that everyone must have the chances to study, so everyone may be very clever, who can improve their quality of life. In medical service, government implemented Hong Kong Child Immunization Programme since the 1960s to provide children that we can inject some vaccine, so as to prevent them from getting diseases; Because of this, the mortality rate of those new-born babies in Hong Kong are decreasing and people become more healthier.
    In cultural aspect, government retain our local culture and welcome other countries’ culture, no ones will be discriminated. In result, government retains some local culture, such as the food culture. For example, Cha chaan ting, which integrated western food culture and eastern food culture, also the foods in Cha chaan ting which are very tasty and innovative, can attract more tourist and people to consume, so as to raise the local economy and the quality of life.
    In conclude, government maintain and improve the quality of life from economic, environmental, political, social and cultural aspect. In each aspect, government does different things in different aspect, so as to give us a good living place, a sound system etc. Now days, no matter those things are still enforcing, but we can see that, those are very effective.

    How effective has the Hong Kong SAR Government maintain the quality of life in Hong Kong?

    There are many factors to measure the quality of life of a city, for instance, the political environment, economy development, education, and the social state etc. The Hong Kong SAR Government has to satisfy the needs of the people in different aspects in order to maintain the good quality of life in Hong Kong.

    I think the Hong Kong SAR Government has paid a lot of effort to maintain the quality of life. The CUHK Hong Kong Quality of Life Index in 2008 shows that the overall score in 2008 is 104.93. This score is above 100, however, in 2007, the CUHK Hong Kong Quality of Life Index is 108.78. There is a great different between 2007and 2008. This means that the quality of life in Hong Kong is dropping.

    In social aspect, there are ten factors, but most of them become worse when comparing with the year 2007, especially in government performance. It drops from 8.73 to 6.21 in just a year.

    In economic aspect, most of the interviewees feel resentful about the current economic conditions in Hong Kong. It drops from 7.26 to 5.07. It drops to the lowest point since 2003.

    In environmental aspect, most of the factors are doing better that the previous years. All four indexes are scoring high than 2007, especially in the recycle rate of municipal solid waste.

    In conclusion, I think the quality of life in Hong Kong still have a lot of space for improvement. I hope that the government can do much better in the coming year and try to maintain a good quality of life.

In the following paragraph, I will explain that, how effective has the Hong Kong SAR Government maintain the quality of life in Hong Kong.
    In the political aspect, the citizens have the human rights in Hong Kong. For example, we have the freedom of press, movement and speech and the right of election. However, we still not have the fully democracy in Hong Kong. The governor of Hong Kong is choosing by China government, not the Hong Kong citizen. Moreover, there is no direct election in Legislative Council. We cannot follow our own expectation to elective the councilor. Therefore, we still haven’t the fully quality of life in the political aspect.
    In the economic aspect, the Hong Kong government carries out the free trade policy and the low tax rate (such as salary tax) in Hong Kong. However, the unemployment rate is higher. Also the Gini-coefficient is stay in 0.53, with compare to the other countries, this problem in Hong Kong Kong is very serious. Although the Hong Kong government discusses to increase the minimum wage, the government still not carries out this idea.
    In the social aspect, Hong Kong government carries out the 12 years free education. And there is the legislation for equal opportunity in Hong Kong, that make us can get the equal opportunity of each one. However, the medical health service in the society still not universal, this service just provide to the elderly that they can pay few money and get the medical health service.
    In the environment aspect, the air pollution in Hong Kong is very serious, such as the air and noise pollution. And the government haven’t the effective policy to control the pollutant released by the factories and cars. The government have the environment conservation in Hong Kong, for example: the government conserve the wetland and build up the maritime park in Hong Kong. Moreover, the government encourage the people to recycle, and set some recycle bins in each of the estate to recycle paper and plastic.

  51. Before discuss this question, let's talk about what is quality of life. Quality of life is a concept used to reflect the level of satisfaction of people's living needs. Then, let see Hong Kong givernment can maintain good quality of life or not from economics, social and environment aspects.
    Firstly, for the economics aspects, it is not effective. It is because the inflation is increasing even though people's salary are increasing, their real wage haven't been increased.And then, the cost of living of Hong Kong is high.Also, the Gini coefficient of Hong Kong is beyong the warning line to 0.5, that means the uneven distribution between rich and poor are more serious than past.Besides, the cost of living is one of the factors to affect the quality of life in Hong Kong. According to a survey, Hong Kong was the city with the highest rental prices for accommodation in the world in 2007.It was higher than New York, Tokyo and London. Lots of people can't buy houses. How can the quality of life can be better?
    Secondly, for the social aspect, it will affect by the economics aspect. As mentioned before, lots of people can't buy houses because of houses' high price.Then, people will have lots of grievances and live in a unhappiness atomsphere, the quality of life is being affected.
    However, Hong Kong government have some effective ways to maintain quality of life, such as CSSA, it provides helps to the poors to.Also, Hong Kong government provide Old Age allowance, the old aged don't need to worry about their life. Moreover, Statistics Department shows that the seasonally adjusted unemployment rate in January to March this year, fell further by 0.2 percentage points to 4.4% from last year to maintain the downtrend, the lowest since the fourth quarter the previous year.It means that more people can work in Hong Kong.
    In social aspect, the government has provided the Old Age Allowance and Health Care Voucher to each elders aged 70 or above for their daily life and for them to use of private primary healthcare services .In addition if these,the government also had provided the Comprehensive Social Security Assistance Scheme to those in need . It can provide them to have a safety net.
    In environmental aspect, the quality is not too good in Hong Kong . Due to there are many factories in Hong Kong.   54. In my opinion, HKSAR Government has not maintained the quality of life in Hong Kong effectively. We can see this from different aspects.
    From the economic aspect, Hong Kong keep on having an negative economic growth, the sharply unemployment didn’t get improvements. The unemployment rate is still remaining high. Besides, the poverty problem in Hong Kong is quite serious, the Gini coefficiency rank among the top around the world. The gap between the rich and poor are still very larch. Although the government has done something to improve, it still not enough.
    From the social aspect, education reform didn’t seek the public advice and didn’t has sufficient consideration. It didn’t concern about the students’ feelings. I think lots students that study under this new system would feel nervous and they just have a little bit understanding about the new system. Moreover, the Old Age Allowance is still too low that is not enough for the elders to maintain their living. The lives of the poor group are difficult and hard.
    From the environmental aspect, HK’s air pollution problem is very serious. During these few years, the government just focus on developing the infrastructure but ignore the environmental problem. The proposal to ban idling vehicles with running engine has been discussing for many years and until this year, it start the public consultation.
    But it ‘s too slow.

Life can be divided into the materials level the satisfies physical needs and the non-material level which satisfies psychological desires. Quality means how good or bad something is and its increase and decrease are affected by the objective environment and subjective personal perceptions. In short Quality of life refers to individuals’ level of satisfaction in relation to the 4 aspect, environment, economic, social and politic. Based on these factors some people consider the Hong Kong Government maintains the quality of life in Hong Kong ineffectively, but some are not. And I think Hong Kong Government maintains the quality of life in Hong Kong is ineffective.

    In the economic aspect, some people consider Hong Kong had a sound economic system. According to Per capita GDP Hong Kong rank 27 in 2007 and it keep raising from around 50,000 to 250,000 in 1982 to 2008. And the unemployment rate is decreasing from 8% to 3.8% in 2003 to 2008 compare with other develop countries, Hong Kong unemployment rate was also low. But Hong Kong living cost is high, it rank 9 in Asia so the Hong Kong people may use more money to buy basic need. For example housing, clothing, food….it put pressure on the people and they have less saving indirectly reduce the salary income. According to the Gini coefficient Hong Kong is 0.434 and rank 82, it’s mean that Hong Kong financial sources unevenly distributed. Although Hong Kong Per capita GDP is high but just a part of people are rich and the others are poor.

    In the environment aspect, Hong Kong population per km is 6,422 rank 3. It means that Lot of place need to be residential use, and there will be less place for industrial, public space, natural use…..there will a limited area for developing Hong Kong. Also Hong Kong pollution like air pollution, water pollution, land pollution, and noise pollution are very serious. It affects the residents’ health and also discourage foreign investment or development, thus affecting the city’s economic development. For reference Hong Kong rank 70 in the world’s most livable cities in 2009, it’s very low ranking.

    In the political aspect, seem that there are many freedoms. For example freedom of press, freedom of speech, freedom of religious……. But Hong Kong government didn’t listen to the Hong Kong resident opinion and suggestion. For example Hong Kong people want to have a general election for a long time, but this law haven’t carry out yet another example 高鐵project many people has disagree and they are effort to express their suggestion even bow down to beg which aims to reclaimed this project but the Hong Kong government still continuous to carry out this project these led to many people discount or disappointed at the government.

    In the social aspect, some of the needy people just have a little welfare. And they are not enough to have a better quality of life. Although Hong Kong have set up Hong Kong Human right commission, but still some people can’t have equal opportunities. And some of the discrimination is hard to work out. And many people lived in Hong Kong people are unhappy, because Hong Kong people always produce some negative message. For example the mass media usually report the negative news, and the people don’t satisfy at Hong Kong’s economic, environment and political so they always give a negative comment to Hong Kong.

  56. I think the actions made by Hong Kong SAR Government is not very effective. Let's find out the reasons from different aspects.

    In economic quality, although the trend of per capita GDP and unemployment rate has been trending up, the trend of the Gini coefficient and the inflation of Hong Kong are seemed to be serious. In 1981, the Gini coefficient of Hong Kong has already exceeded the ‘warning line’ of 0.4. It then continued to rise from 1981 to 2006 and reach 0.533 in 2006. Hong Kong’s Gini coefficient ranked at 82nd in 120 regions in 2007, reflecting a serious disparity between the rich and the poor in the city. . Although there was a continual rise in the median monthly income from main occupations from 1991 to 2001, all products has inflated in price. There is only a change of number, but no change of profits. In a serious case, the expenses would larger than the revenues.

    In environmental aspects, the pollution problems in Hong Kong are very acute. There are many buildings in Hong Kong. The buildings trapped lights and winds and increase the temperature of Hong Kong. Besides, the air pollution index of general station in 1999 to 2007 still remains around 40 to 50. There are also many factories in Hong Kong. So much smoke is produced by factories and the heavy traffic. This worsens the air pollution in Hong Kong. Moreover, water is getting worse too because people keep throwing rubbish into the seas. Some factories even dump chemicals into the waters. Therefore, sea animals die and we will get sick if we eat the poisoned fish.

    The third one is the social aspect. Statistics show that in the past 20 years, the infant mortality rate and maternal mortality rate of Hong Kong was low with a continual fall. And Hong Kong is one of the regions in the world with the lowest fertility rate. The fertility rate of Hong Kong has dropped below 1% recently years. Furthermore, the Old Age Allowance is not enough for the elderly. They can’t earn money by themselves because they lack working ability. So the Government should raise the Old Age Allowance for them to maintain their lives.

    In conclusion, I think the Hong Kong SAR Government hasn’t maintained the quality of life in Hong Kong effectively. So as to maintain good quality of life in Hong Kong, Government still have to improve and try to collect more opinions from different kinds of people in terms of their educational level, economic status, ages, etc.

Walled building is common in Hong Kong, light and air ventilation are blocked due to group of building being built side by side, it affect the landscape and brightness of the district and the wall effect also gives rise to poorer air flow and leads to higher temperatures and worsening air pollution problems.

    From the political aspect, government provide many human rights and everyone is equally entitled to the rights without discrimination. For example, there don’t have discrimination between the children, women and those with different sexual orientations. And the rules of law apply to the entire society so that no particular group is oppressed or ignored. A society with respect for human rights respects the freedom of its people, it leads to social harmony and stability.

    From the social aspect, Government provide 9 year free education, which had been implemented for years, would be extended to 12 years and the government would subsidize public school students until they graduate from the upper secondary levels. Also there are many social welfare services in Hong Kong such as Social Security Assistance (CSSA) for the low income group and Social Security Allowance (SSA) for the elderly.

    From the cultural aspect, Hong Kong is cultural diversity. Hong Kong has their cultural such as Cha Chaan Ting and it is most representative example that integrates Chinese and Western cultural and it is also welcome and accept by the foreign people.

    All in all, in a large extent, I think Hong Kong SAR Government has maintain the quality of life, but it still has much room for improvement in each aspect especially for the environment and the economic aspects, they should have more method to improve the air quality and the gap between the poor and the rich.

    I do not think the economic level in Hong Kong become better stand for the quality of life had improve, as many different problems are still existence in the society. It can distribute to four aspects: economic, environmental, political, social and culture quality.

    Quality of life means that people` s overall well-being, including intangible things (e.g. happiness, health) and visible things (e.g. car, housing).

    First, from the point of view of economic, although economic level had improved compare with the past, the extreme disparity between the rich and the poor is also exist. The rich people are become richer, and the poor people are become poorer. The gap between the two sides can not narrow instead of it becomes wider. From the data of unemployment rate, it shown that the unemployment rate is increase 1.6% compares of the years 1992 and 2008. It imply that not the whole people can obtain the benefit from the improved of economic. Moreover, inflation is the main factor to affect the quality of life. Inflation increases continuously, it will bring the heavy burden to the public and when they should bear the heavier burden, how their quality of life can improve?

    Second, whether environment good will directly affect our body health. The economic level become better which imply the industries development are flourish in nowadays. And the industries will contain a mass of emission, which include different pollution when the industries are operating. Those pollutes will affect the air pollution and directly effect the public health, for example it will effect the patients whose have the respiratory system or heart disease; even the other people also will feel discomfort.

    Third, the political include different freedom and right. From an extract of newspaper, it express that the police not allow the people to convey their opinion in the parade. It is exploiting the freedom of public. Furthermore, the freedom of press had suffered a threat by Beijing, so the public would reduce the chance to receive the update news from the medium.

    Fourth, from the information of social and culture quality, it show that the discrimination increased from year 2004 to 2009 while more people can receive the highest level of educational attainment. Although more people can receive the educational attainment, it can not reduce the discrimination in society contrarily.

    All in all, the four aspects show that the quality of life in different aspects are still exist many problems, although the economic development become better. From the problems of the gap between rich and poor people, inflation, public health, freedom of press, and the discrimination in society, it proves that more and more anxious problems are waiting for us to solve and make the improvement in the coming days.

  60. I think that HK Government has tried their best to maintain the quality of life of HK, so that most of the HK SAR can enjoy their life with a high living standard.

    Since the quality of life is difficult to measure because of it includes a lots of different factors, such as environment, economic, social and political. If we want to find out whether HK Government maintains the quality of life of HK, we have to determine different factors one by one.

    First, environment. Although HK has a serious pollution in the last few weeks ago, I think it is only because of some external factor. If we have to talk about the pollution of HK itself, it must not be a dirty city, but only some unhealthy gases on the road. Another reason, the environment of HK is very good, because it has a well-developed transport system, and we can go everywhere easily.

    Second, the unemployment rate of HK has already comes over the safety line, but I still doesn't think that it can represent all of the HK SAR. Because when we concerning about the political (Human Rights) of HK, we can know that everyone in HK has equal opportunities, and a high social mobility. It can shows that the unemployed can find the jobs because of they are lack of active, if they work harder, they can also find a suitable job.

    Third, social. When we are disusing social, which means we have to consider the welfare and education of Hong Kong. Considering education, HK has an excellent education programmed just like 12-years free education, HK has put the most part of money to education of HK's students; it shows that education is the most important elements of HK. Welfare, the second important things of HK, HK government has also put a lot of money to it, just like medical services, housing and supporting.

    Overall, I think the method of HK government used to maintain the quality of life is effective. So that everyone can also enjoy that life, and achieve to social harmony.

  61. There is a large extent that the Hong Kong SAR Government maintains the quality of life in Hong Kong. It is because some aspect still are not solved by Hong Kong Government.

    First, in economic aspect, it has four type of unemployment. There are frictional unemployment, cyclical unemployment, structural unemployment and Seasonal unemployment. Unemployment has been a problem for Hong Kong residents. In the 2000s, economic conditions worsed with record high unemployment rates and unemployment became a very serious problem. We had a news about the minimum salary. It was a big deal. And government suggested that the minimum salary can set on twenty dollars. It made most of Hong Kong residents angry.

    Second, in environmental aspect, the major environmental problem is pollution, such as air pollution, noise pollution and land pollution etc, cause the heat island effect worsened by urbanization and the wall effect. Government encourage promotion of the public's consciousness of environmental protection through education but it still not enough. Environment conversation is necessary in addition to environmental protection to enhance environmental quality.

    Third, politics is the process in which the central power of a country or region achieves its aim of setting the norms for social life and personal behavior through the enactment and implementation of laws. But for measuring political quality is the human right. It is the most importance in political aspect. Nowadays, mass media continue discussing about the election of 2012. Most of Hong Kong people want to have democracy for politics. It argue that for a long times. If government do not have any action for democracy, the quality of life in Hong Kong will be reduced.

    Fourth, the social and cultural quality of Hong Kong. Health level, education opportunities, educational level and equal opportunities all affect social quality. When we switch on the television, it has a series of about family and child welfare services and some services for the elderly. They maintain and enhance family functions by offering preventive, supportive and remedial services to individual and families in need and offer community services support and residential care services to meet the needs of the elderly. They need above of these but government can not have enough supports for them.

    In conclusion, Hong Kong government is not just above of those problems. Problems are continue producing by the world but Hong Kong government just have a short view. They trivial solve the problems. We need to improve our quality of life with effort, not just dependence on government. We should love and protect our Hong Kong with heart, it can be better.

  62. Quality of life concern about many factors, since it related to the economy, health, social… I think it will be divided into 3 main aspect, economic, environmentally and socail.
    Economically, we can refer to the gini coeffocient. For coefficient, Hong Kong has already reach 0.55, and it has over the safe line, it’s mean the wealth gap in Hong Kong is very serious!
    Environmentally, we can refer to the death rate and the air index in Hong Kong. These two index indicate the air quality and the average life that in Hong Kong.
    Socially, we can refer to the social Harmony, and the social paticipation of people in Hong Kong, these two items can show how the people in the society have their sense of belonging to the society.
    In conclusion, I think Hong Kong still need to be improve its quality of life of people, and I hope Hong Kong can have a more better situation in the future.

I think nowadays Hong Kong already has a high quality of life.According to the World Trade Organization, quality of life means individuals’ perception of their position in life in the context of the culture and value systems in which they live and their related goals, expectations, standards and concerns. Inadditionaly, it also means that people's overall well-being, including intangible things and visible things.

    There's different aspect that Hong Kong SAR government maintain the quality of life effective or not.

    First, we can focus on our society (social aspect). Hong Kong SAR government most concern our basically needs, give us the best social well-fare. Housing, medical, infrastructure, etc. For example, in medical, Hong Kong SAR government do good for the elderlies, give them medical coupons. It may useful for them that ease the shoulder of financial problems. Except this, the Hong Kong SAR government bulid up more social facilitates to satisfy HK residents' basic needs. These all for the residents' convenient.

    Second, the political aspest should be noticed. Base on each person's interests, legislation is a good way to maintain a good quailty of life in Hong Kong. For example, legislate for humans right, protect each people in Hong Kong, it also benifit for having a union society, become more soildarity. Not only protect the rights of residents, but also the such kinds of freedom (freedom of speech, freedom of assembly...)For instance, on Sunday there are many Philipine or Indonesian assemble in the public areas, they can enjoy the freedom of assembly.

    Third, we can look on the economic aspect. todays' infration is constantly increasing. The company exploite the workers, cut their wages under a high infration. It is totally not suit to the wealthy life because the cost of living decrease, the consumption power will be decreased respectively. Under this situation, Hong Kong SAR Government will subsidize the workers as a special fee for helping the come across the difficulties. Also, when there are infrastructures building, job oppitunities will be provided to the unemployees, so that it helps to minimize the unemployment rate.

    In short, maintaining a high quality of life, is not only one or two aspect(s) perform well to the pubilc, but also each aspect must be done well, inside this has to exsist a mutual collaboration, so that it will have the best perform for maintaining a good quality of life.

    First, we talk about environment. In Hong Kong there have some pollution , such as air pollution , land pollution and light pollution etc. More serious pollution in Hong Kong is air pollution. To tackle this problem, the Government introduced a comprehensive programme in 2000 with targets to reduce RSPs and NOx emissions from motor vehicles by 80% and 30% respectively by the end of 2005. And now the government have to complete a public consultation on whether to introduce legislation to ban idling vehicles from running their engines.

    Second, economic. Hong Kong’s economic freedom score is 89.7 . It’s the most freedom of economic in the Asia–Pacific region.

    In social , HK government have The Comprehensive Social Security Assistance (CSSA) Scheme and the Social Security Allowance (SSA) Scheme help meet the basic needs of the underprivileged.

    In political , HK enjoys a stable political situation , there are seldom political riots .

  66. Quality of life is the well-being of individuals and societies. However, quality of life in HK includes various sectors. For example, economic, political, social, environmental, cultural, physical and mental health, education. So, there are many indicator to measure the quality of life. To a large extent, Hong Kong SAR Government can maintain the quality of life in Hong Kong.. However, some of the sectors in quality of life may improve.

    In overall quality of life in Hong Kong, According to the CUHK Hong Kong Quality of Life Index of 2008, the overall score in 2008 lower than those of 2007. As compared with the 2007 figures, 10 out of the 21 indicators worsened in 2008. It reflects the government less concern on overall quality of living in HK.

    In economic sector, we can measure by Gini coefficient, GDP, co
    of living and unemployment rate. Gini-coefficient is commonly used as a measure of inequality of income or wealth. Gini-coefficient in Hong Kong is very high, t HK has a serious problem of dispartity between rich and poor.
    Hong Kong's GDP in 2005 were 35 and 27.According to the CUHK Hong Kong Quality of Life Index of 2008, the unemployment rate is decresing. from year2004 to 2008.The index reflects that Hong Kong can provide many opportunities in jobs but HKSAR less concern about the dispartity between rich and poor.

    In political sector, there are many freedoms and relative responsibilities in Hong Kong.For example the right of speech and voting. We can have right to talk what we feel. Unlike some countries, for example North Korea, they cannot speak whatever they want.

    In environmental sector, we have got high air pollution index. Because of the Zhujiang Delta, it is one of the special economic zone. And the most important thing is there are many industries. The air polluted always from Zhujiang Delta. Hong Kong government didn’t think a solution to avoid the problem. If the problem continues, it may affect the economic because Hong Kong depends on tertiary production. If the environment is bad, the tourist may decrease to affect the tourism sector. Hong Kong government just promote fresh air inside Hong Kong but didn’t think of the environment from places near by.

    To sum up, I think HKSAR did a lot to maintain the quality of life. However, they just have the short-term goal to face the problems but not think a long-term enable that problems not appear again.

    First, we can measure the economic performance of Hong Kong are the GDP(Gross Domestic Product) and per capita GDP which is the average GDP calculated for population.According to the per capita GDP released by IMF,Hong Kong ranked 27th among 181 regions in 2007.It proves that Hong Kong has great economy.
    Second, we can measure political quality include human right,the rule of law and integrity.Snow on the Corruption Perceptions Index,Hong Kong has always ranked as one of top 20 every day.Also,Hong Kong are commonly recognized as the most incorrupt cities in Asia.
    Third,cultural aspect.The unique characteristic which ismix of East and the West cultural,such as food,architecture,language and religion.It snows that we have good relationship with Western country.

    The quality of life in a society is a important factor for maintaining the social harmony and fostering the development of Hong Kong. To measure how effective has the Hong Kong SAR Government maintaining the quality of life in Hong Kong, we can discuss in five aspects: economic, environmental, political, social and cultural.

    In economic aspect, we can find that the GDP index in Hong Kong are standing on the top ranking around the world but if we concern about the GDP per capita in Hong Kong, we drop down to a lower ranking. Why this situation occur? It's because the density of the population in Hong Kong is very high. And we can find that the unemployment rate in Hong Kong were serious. Since the government had try to provide more job opportunities, the situation are going to be better and better and we can see that the unemployment rate in Hong Kong is beoming lower.

    For the environmental aspects, we should talk about the pollution problem. Since the technology in Hong Kong are becoming greater, there are higher demand of industrual skills and economic activities, and it cause a lot of air pollution and light pollution. The transpotation system in Hong Kong is very convenience nowadays, however, the transpots cause a lot of air pollution problem. The government usually concern on the development of Hong Kong's future but maybe ignore the environmental problem therefore the quality of environment in Hong Kong is still have the space for improvement.

    In political aspect, I think Hong Kong SAR government have done a good job. Firstly, we can try to devide this aspect into two part: human rights and rule of law. In Hong Kong, people can enjoy many freedoms and rights, such as freedom of speech, rights of abode, etc. Also, the law in Hong Kong protect us with equality, before the law, everyone are equal.

    In social aspect, we can consider the social welfare, social mobility and socail equality. The government had care different states people in Hong Kong, and provide different kinds of welfare such as housing, aging people, adolescents, etc. In Hong Kong, there are enough opportunities for people to fight for themselves to go to a higher states in the society. And let people know that, if you want to, just work hard, the government will help you. Moreover, there are less and even no discrimination in Hong Kong including race, gender, ages, etc. And there are also the law to protect people's rights to ensure everyone are equal.

    In cultural aspect, Hong Kong is a multi cutural city. The government respects different countries' culture and joint all together to create a multi-culture city. In Hong Kong, we can find that there are many different culture join together for example the food in cha cheing resturant. And they can show that the high respectation are given out by the governmnent.

    Summing up, on a large extent, the government can maintain the quality of life in Hong Kong effectively. In the five aspects of measuring the quality of life, The HKSAR government almost can do well imnprovement.     first of all , for social aspect, the hong kong government had put many public asset to help the disadvantaged. if someone not able to work, hong kong government had provided a Comprehensive Social Security Assistance (CSSA) Scheme to help.

    moreover, although the inflation problem is serious, hong kong government set price ceiling and price floor to control the products’ prices. and try to make more job opportunities to lessen to unemployment rate.

    Hong Kong SAR government has done many things to try to maintain the quality of life in Hong Kong.
    Quality of life refers to individuals’ level of satisfaction in relation to the different aspects of their lives. And it will affect by the objective environment and subjective personal perception. Although it will easily affected by personal perception, we can find out whether it is high or low.
    Hong Kong SAR government try to maintain Hong Kong quality of life in five aspects, and the aspect are economic aspect, environment aspect, political aspect, social aspect, and cultural aspect.
    For the economic aspect, Hong Kong have a increasing rate of GDP per capita during 2003 to 2008, other than that Hong Kong unemployment rate within 2003 and 2008 was decreasing. These shows Hong Kong have maintained a high quality of life in economic aspect effectively.
    For the environment aspect, Hong Kong has a problem of no enough land. As I observe, Hong Kong has problems of wall effect and heat island effect, there are not enough house in Hong Kong for people to live, and to solve this problem Hong Kong decided to build building which very near to each other, finally it cause wall effect and heat island effect. Because of the heat island and the wall effect does not change, so Hong Kong maintains quality of live in environment aspect is ineffectively.
    For the political aspect, Hong Kong has many human rights provided for us, other than that, Hong Kong is a place where is control by rule of law, it is better than many other country, so Hong Kong maintain quality of life in political aspect effectively.
    For the social aspect, Hong Kong has provided twelve year non pay education for us, other than that Hong Kong has medical and health care policies, so Hong Kong has maintain the quality of life in social aspect effectively.
    For the cultural aspect, Hong Kong has a unique, and coexistence culture, due to the background of Hong Kong has a fusion of the East’s and the West’s culture. It provides more than one type of culture for us, so Hong Kong maintains quality of life in cultural aspect effectively.
    From the above data, we can see that Hong Kong maintain quality of life effectively.

  72. If we want to effective to maintain the quality of life of HK SAR, we must push quality of life of HK SAR to a stable level and won't let it fall again after few year. The quality of life is including the fields of international development, healthcare, and political science. If we can have a good quality of life, the quality of life can show that we are having a good result on wealth, employment, environment, physical and mental health, education, recreation and leisure time, and social belonging.
    There are four major factors to affect HK SAR to have a good quality of life. Just like Human Development Index, it tell us an index to rank countries by level of "human development" and separate developed (high development), developing (middle development), and underdeveloped (low development) countries. The statistic is composed from statistics for Life Expectancy, Education, and GDP collected at the national level using the formula given in the Methodology section below. The rank of HK SAR is 24th in the 2009 report was released on October 5, 2009.
    Since Hong Kong is developed so well, but why Hong Kong ranks is only No. 24 in HDI. Because the statistic of Calculating HDI is composed from statistics for Life Expectancy, Education, Standard of living and GDP collected at the national level using the formula given in the Methodology section below. In Hong Kong , we can see the built environment, wealth and employment is very good in Hong Kong ,also the education of Hong Kong is good, but Hong Kong people is always working too hard why they want to rich and ignore their health level of physical and mental health.   75. In 60s to now, Hong Kong have developed into a posperity city. The quality of life of Hong Kong have also develop ,but it develop too fast. Many people can not share this life. So Hong Kong govenment have done some policy to help this people to enjoy this quality of life.

    But the govenment can not always help them so the govenment have to to maintain the quality of life. Like the house the govenment is better to keep the price in a lower price to let the people can easy to buy.     So I think the people of Hong Kong should provide a good environment for living. This is because the quality of life in Hong Kong is very important. Such as air polution, it will affect the people of health. Water polution will also affect the people of health.

    And when we want to have a good quality of life, we should have a warm clother, which can protect our body. And we should eat some food can let us keep warm, live in a warm place, have a good eduction, convenient transportation, so it is happy!

    According to the definition of the quality of life, it is used to evaluate the general well-being of individuals and societies (measured by social, political, economic, environmental and cultural aspect). And so it does not mean to be only the standard of living, which means the individuals’ incomes.

    Firstly, social is one of the most important aspects for defining the quality of life within a society. How HKSAR Government propose policies to maintain a good quality of life for HK citizens. For example, government has provided every adolescent to study for a 12-years free education, this makes HK citizens improving in their knowledge. Besides, we can consider the social harmony level of HK, from the researched data, HK has a middle rank of social harmonious levels, this means HK citizens still have a good quality of life.

    Secondly, the economic aspect also acting a important role for the quality of life.According to the Government’s research, HK’s unemployment rate is falling to 2.4% since 2005 till now. And also, HK Government Promoting Green Economy, which means the Hong Kong-Guangdong co-operation in environmental protection, the use of electric vehicles and promotion of green buildings. This is not only concerning the economic aspect, but also for the environmental.

    Other than the social and economy, we have the political aspect. HK’s laws promote that freedom of speech and freedom of movement. By these two laws, HK citizens can express their own real feelings, and move whenever they want (should follows within the laws).

    Then how about environment? From the new policies promoting by the government, they tried to improve the water quality of HK. They paid over a hundred thousand dollars to improve the quality of life. And for cultural aspect, a near time before, government protected some cultural products. I thought HK Government is maintaining the best quality of life for citizens. But I thought there still have a improving in near future.

    Hong Kong is an international city which obtain a well economic development.Undoubtly,Hong Kong's economy is getting better after coping with the global economic tsuniami.With a better eonomic development,Hong Kong people's quality of life should be improved.However, is everyone in Hong Kong has good qulity of life?

    According to the gini coefficients of Hong Kong, we can know that the number increse greatly from0.451 in 1981 to 0.533 in 2006.This can reflect that the disparity between the rich and the poor is great.In short, it means that the level of income inequality in Hong Kong is very high.It also means not everyone in Hong Kong has a good economic development and tax policy of Hong Kong SAR government is not effective to slove with the problem of the great disparity in Hong Kong.

    Nevertheless, apart from economic aspect, we should also concern other factors to weigh the quality of life.

    Aside from the problem of great disparity between the rich and the poor, according to the air pollution index, the nuumber incresed from 45.0 in 1999 to 49.5 in 2004.It means that the air polluion problem is getting more and more worse.People keep on producing the air pollution and thus, it may affect our health.With an unhealthy body, we will not have a good quality of life.Althought Hong Kong SAR government has already seted up the air pollution control ordinance to control the emissions from power plants and to suspend the licence of the offender,the air pollution problem is still getting worse.

    On the other hand,one of the factors affecting people's quality of life is the place's level of freedom and human rights. Nowadays,the rights and freedom is protecting by the Basic law in Hong Kong.It is a way to protect the ciitizen in Hong Kong.With more rights, people will feel more happy. However, there is always objection and demonstation exist.

    Just like the case happened in the previous time, the Hong Kong government has decided to dismantle the choi yuen village without asking the willing of the villagers as to build a railway and this made the villagers feel resentful and go for demonstation.However, the government do not change it's idea and just cruelly dismantle the village.It proves that the satisfaction of hong Kong people towards the government is not good at all.

    All in all, to sum up all aspect, i think Hong Kong todays quality of life is not that good.Thus, i think the Hong Knog SAR government can not effectively maintain the quality of life in Hong Kong.

    When I switch on my television or watch in the newspaper every day, the news saying that Hong Kong Government is doing something not good enough in citizen’s mind. But the greatest responsibility of the government is serving all Hong Kong people. There is a room for us to consider how effective has the Hong Kong SAR Government maintain the quality of life in Hong Kong recently

    To analysis the current issue, we can divide the effect into two parts. The first one is direct effect such as economics, opportunities to develop. And the other one is indirect effect including the social atmosphere, cultural and the environment.

    First, for the economics of Hong Kong, people are high protected by the government. In Hong Kong, it is rarely or even not heard someone is died due to the famine. At least, nearly all people can have food to eat and clean water to drink. Compared to many provinces in China or many Asian cities, Hong Kong is quite doing a good job. When people have Hong Kong identity, if they lost their job or cannot support to their life, they can get temporary financial support from the government. The bottom quality of life can be assured by the government.

    However, the difference between rich and poor is the most serious problem in Hong Kong. We got the no.1 of the greatest gap between rich and poor. It is due to the power of the government is not great enough to make some industries become dominant but not control by the government. The quality of life is extremely different between lower, middle and upper class in the society. It is not easy to get the general judgment on the living standard.

    Although government cannot narrow the gap easily, they work hard on creating opportunities to young people to develop. In the recent years, Hong Kong government put a lot effort on developing creative career. And they also encourage people to lifelong learning by reducing the tax and sponsor the training course. This measure can let Hong Kong people learn some useful skills. Then, people can use back these skills to earn money and support their remaining life themselves instead of relying on the government only.

    For the indirect way, the government seems that do not put many effort in this area. First, Hong Kong people got the lowest score in happiness. The reason is that people always look ‘Money’ as their most important issue. People’s stress in Hong Kong is very high because of their job, their family and the financial problem. Hong Kong government should encourage people to spare more time to their family by introducing the new labor law. To have a little negative impact but earn Hong Kong people’s support, it is worth to consider the issue.

    Besides, the health of Hong Kong people is not good enough. Although average the longest life in Hong Kong is no.2 around the world, it is mainly due to the advanced medical technologies. They should introduce more measure on protecting our environment and pollution in Hong Kong and introduce the law and put more effort in researching on the method of controlling the serious pollution problems. Therefore, people can have a better quality of life and healthy lifestyle.

    To conclude, Hong Kong government did a good job on maintaining quality of life by giving a good economic condition and enough financial support. However, they need to improve in the indirect approach such as put more attention on the feeling of Hong Kong, improving the environment

World Health Organization has defined the quality of life as individuals’ perception of their position in life in the context of the culture and value systems in which they live and in relation to their goals, expectation, standards and concerns. As it can reflect how we feels to our life, how good or bad is. We can divide the quality of life into four aspects, economic, environmental, political and social and cultural.

    In economic aspect, we can find that with a better economic development, economic is better than 60s, for example, “Echoes Of The Rainbow” it is a movie to describe Hong Kong people life in 1960s. In the movie, the main character live in hospital when he was sick, when he was thirsty, he ask for water, but the nurse did not take notice on him, because he don’t pay her money, it can show that people are very poor in 60s. Nowadays, it would not be happen in Hong Kong, as our economic is advanced so people quality of life will be increase, as people are not still poor, they have enough money.
    Moreover, we have many advancement in economic as government propose mane effective policy to help us. First in unemployment rate, it is generally decreased. As our economic s better, more foreign people will invest in Hong Kong, they provide more job opportunities, so unemployment rate decrease. Also, our per capital GDP at current market price increased form 1991 HK$95000 to 2009 HK$33000, when per capital GDP increase, that mean we can wealthy life of those resident, when we have money, we can satisfy our material needs. Besides, Hong Kong have inflation, the consumer price increase from 1994 $92.1 to 2009 $109.5. Someone may against that, inflation will increase the burden of poor, but in fact, our Hong Kong government has to something to ease the impact, for example, no need to pay rent for two months for public housing or one more month for Comprehensive Social Security Assistance (CSSA) payment.

    Other than economic aspect, there are also many advancement in environmental, political and social and cultural. As Hong Kong government have spend more money or resource to hold some policy.

Also, government improve quality of education, for example promoting small class teaching, when we have more money, we can spent more money on it, As they are the future of community, we need to provide them a better education.     The economics quality of Hong Kong

    Nowadays, Hong Kong is one of the major financial and business in the world. Hong Kong people have one of the highest average income levels in the world. Although Hong Kong is the one of the country that have the highest average income levels in the world, but Hong Kong is top one country with the biggest gaps between rich and poor. The gini score in Hong Kong is 43.4. Moreover, this city has no minimum wage except for domestic helpers from others country.
    Secondly, per capita GDP is the average calculated for population. The per capital GDP is increasing in Hong Kong. The per capita GDP from 1991 Hong Kong dollar ninety five thousand to 2009 Hong Kong dollar two hundred thirty three thousand and two hundred thirty nine.
    Thirdly, GDP refers to the total market value of all final goods and services produced by the residents within a given country or region in a given period of time. The Gross Domestic Products is increasing. It from 1990 Hong Kong dollar one hundred and fifty to 2009 Hong Kong dollar four hundred and fifty.
    Last but not least, the consumer price indices have a increasing trend. Moreover, the unemployment has an increasing trend.
    In conclusion, there are a lot of evidence showing that the Hong Kong SAR government cannot maintain the economics quality in Hong Kong effectively.


    The environmental quality of Hong Kong

    Recently, Hong Kong is getting more urbanized. Urbanization refers to the process in which a rural society develops into a city. Moreover, a huge population with limited land resources is a serious phenomenon in Hong Kong.
    Firstly, there are a lot of disadvantage will bring by urbanization. Although, somebody may say that urbanization will only bring the advantage, will not bring any disadvantage. In fact, urbanization will cause the ‘heat island effect. ‘Heat island effect’ is caused as most urban buildings are built with materials like concrete and asphalt, which absorb ample heat during the daytime that has to be released at night. Moreover, the ‘wall effect’ will be caused by urbanization too. The ‘wall effect’ refers to the phenomenon in which light and air ventilation are blocked due to groups of buildings being built side by side.
    Secondly, the pollution problems in Hong Kong are very serious recently. Also, the HKSAR government has no policy to help our environment problems.
    In conclusion, I think that Hong Kong SAR government can provide more policy to help the needy.

It includes wealth, physical , mental health and recreation. To see the effective, we can find out in four aspects, economic, environmental, political and social and cultural.

    In economic aspect, if the Hong Kong SAR Government maintain the high economy, the investors have better confidence to invest or start their business. They may become a proprietor. More proprietors will set up a company or factory. Therefore, more jobs are provided to the public. The unemployment rate will be decreased. They can get the job, so they can enjoy a better quality of life. According to the Census and Statistics Department, the unemplment rate from had decreased 5.2% to 4.4% in the beginning of 2009 to March of 2010. It reflects more people get a job. Also money is important for us to satisfy our basic needs. We should satisfy the basic needs, so that we can request for the other things such as mental health. Therefore, the better the economy, the better the quality of life.

    Apart from economic aspect, here is the environmental aspect. The factories and cars would emit pollutants which affect humun's health. Therefore, the government should take action to solve the environmental problem. The government has set up a group to discuss the protection of environment. It has some plans for protection, for example, the government restrain the drivers to switch off the engine and encourages them to use environmental friendly cars. However, it takes time to have the result. The result would not come about immediately. Although it may not solve the problem, at least it minimizes the problem. If the environment is comfortable and contented. The citizens can live in Hong Kong without worry.

    Moreover, in political aspect, the government has done a lot on protecting the society. The government has set up ICAC for a period of time. It can regulate the corruption in trading and doing business. The government provides a policy of education,12 years free education for the students, more students can enjoy the secondary level of education. The education level can be increased since the government will put more resources on education. After receiving the high quality of education, they will not commit crime. Therefore, if the education level is increased, there are less people commit crime. Also, Hong Kong is top three of the most incorruptibility in Asia Pacific Zone. Therefore, living in Hong Kong is safe without less criminal case. Also, according to Median Monthly Wage by Educational Attainment, if a person has studied seconday 1 to 3, their wage payment will be $8,900. If it is sencodary 4 to 5, they will have $10,700. Secondary 6 and above would receive $18,900. They can easily get a job with a higher education. They can earn money by themselves in order to have a better quality of llife.

    Furthermore, in social and cultural aspect, the economy increase, the revenue of government is relatively increased. The medical treament and wealfare will be also provided by the government, for example, Comprehensive Social Security Assistance (CSSA) and Old Age Allowance. The government has the responsibility to take care of the public.The government gives the helping hand to the needy in order to satisfy their basic needs. Hence, the public can share the wealfare. They can have better quality of life.

    To sum up, Hong Kong's quality of life has improved as the effectiveness of the government. The government has tried its best to maintain the quality. It can divide into four aspects, economic aspect, environmental aspect, political aspect, social and cultural aspect. It reflects the level of satisfaction of people’s living needs. Before we analyze how effective has the HKSAR Government maintain the quality of life in Hong Kong, we should first know what HK residents quest for in order to improve their living quality and what HKSAR Government has done to reply to the residents’ requests.

    In the economic aspect, people request for more job opportunities and thus, the government has built more infrastructures in order to provide more job opportunities.     In environmental aspect, as the air pollution problem cause by factories, vehicles etc. are getting more serious which affect people’s health. Therefore, the government has established some policy to control the emission of greenhouse gases, to prohibit smoking and so on.

    In political aspects, human rights, the rule of law and freedom of the press are indicators for measuring political quality. Nowadays, human rights are generally under the protection of laws and conventions. The government has established policies and different departments to protect different groups of people in order to keep them from exploitation. Moreover, refer to the “appraisal of the Freedom of the Press in Hong Kong, 1009-2008” which 10 indicates absolute freedom while 0 indicates an absolute lack of freedom, and the rating from the survey is increasing from 7.03 to 7.40.

    In cultural and social aspects, the government has provided medical treatment and welfare to needy, for instance, CSSA. Because of this, people’s basic needs are satisfied and so their quality of living also improved.

    In conclusion, we can see that the government has actually done something to improve our quality of live. In some aspects, we can see that the problems are being solved effectively while some aren’t. Those problems cannot be solved in one night, it takes time to see whether it is effective or not.

    Generally, quality of life refers to the level of satisfaction in material life and non-material life.And it could be catagorize in to four major aspect, economic, environmental, political and social cultural.

    For economic aspect, the government already set up some laws to protect to the Hong Hong citizens. For example the minimum wage to shorten the disparity of rich people and poor people. And also government keep on providing some further education to students to let them have better opportunities to find a job. We can also observe by the statistic that the unemplyment rate is decreasing in these days.

    For environmental aspect, we know that global warming are being more serious because human keeps emitting carbon dioxide and other different particles that affects the environment.So Hong Kong SAR government has promoted activities like catagorizing rubbish n three different bins(Blue bins for wasted paper,brown bins for palstic waste, yellow bins for wasted cans) and recycle them. Other than this Hong Kong government encourages people to participate in the earth day and switch off the light for one hour. Furthermore, HKSAR government already set up laws like punishment for smoking indoor, throwing rubbish and spitting.The punishment can aware people to keep the environment clean in Hong Kong.

    For the political aspect, we aleady being protect under the Hong Kong basic Law, not many laws needed to be change in nowadays, showing that there is a good regulator.Secondly, the legislation person have done their maximum power to fight for the citizens right, by attending the five destrict activities.

    For the social culural part,although HKSAR have take part the Ting Shing Pier and the Queens Pier, but HKSAR also encourage the West-Kowloon culture centre, in the future citizens will have better culture life and more oppotunities to work or entertain in the West Kowloon.Apart from culture, we realize the social is important.According from CUHK researches, they point out that only 20% people in HK agrees that HK is a harmony society. So it means government should do something but they didn't. The only thing that the government has done is giving advertisement in TV and encourage we should be nice with family, because ''we are family''.

    In conclusion, some government has done something to try to maintain the quality of life, but how effective is it? We can see it from the happiness and the level of harmonious in society.Both the level of happiness and harmony aren't high as we expected. I think the government although have done something but the effectiveness aren't expected as we did.

However, did the policy made by the HKSAR government maintain the quality of Hong Kong? In my opinion, I support and agree with the policies and decision made by the HKSAR government.

    ‘Quality of life’ is the concept used to reflect the level of satisfaction of people’s living needs. It reflects the material conditions of people’s lives, for example, the wealth and basic necessities for sustaining their lives, as well as the non-material conditions, which include social and psychological aspects. Therefore, it would be classified into few aspects.

    Economically, the GDP is increased, and the composite CPI of 2004 is 100, while the composite of 2008 is 110.9. It means there is a 10.9% rise in the price level in the period October 2007 to September 2008 compared to the based year. However, the unemployment rate has increased. Therefore, the government has launched some exhibition in order to provide more job opportunities to the citizen.

    In the environmental aspect, the pollution problem has increased at the same time, such as the water pollution, air pollution, etc. Moreover the global warming problem has been the hot and urgent problem among country. Therefore, the government has provide activities such as ‘blue sky action’ to lower the pollutants released.

    All in all, although the quality of life in Hong Kong seems very low since there are many evidences to prove it, there are many difficulties in fulfilling all the needs of the Hong Kong people. It really hinders the improvement the government can make. Therefore, at this situation, it is not a matter that the quality of life of Hong Kong is high or not. But many of limitation of freedom can improve our live. For example, the killers need to have punishment. And also, we 12 years free education. All of the children in Hong Kong can go to school and have education. We will also have the minimum of wages and all workers can have the minimum of wages. Then, it can improve their quality of live.
    But, there are not all the policy can improve our quality of live. Some of them are also destroy the social harmony. For example, the construction of express rail and the law of 23. They canimprove ome of the policy are not only can't improve our quality of live, and they can also tell us how can the government destroy our quality of live by running some of the policy. And they all destroy the social harmnony. Social harmnoy is a rise of social stability and people in social will not be worry about the social.     Nowadays, many and many people concern the quality of life. But some people may say that did the government do some effective things to improve the quality of life? In my point of view, I think that the government has done the effective ways to maintain quality of life in HK.

    Quality of life can be measure by material aspect, spiritual aspect and quality of life. However, other factors also can affect quality of life such as: political situation, socio political participation, human rights, rule of law, freedom, equality, economic situation, social situation etc…

    In economic aspect, the government try to set up the law which is about protect people to have the minimum wage. Because of the great distance between rich and poor, the poor people do not have a good quality of life. Therefore, the government has discussed the minimum wage with the councilor. This bring some advantage to the poor peoples, they can have stable income. The government also has impetus ten major infrastructure projects. This can provide 250000 jobs for the people.

    In environmental aspect, as we know HK air pollution problem is very serious. Therefore, the government has advanced switch off idling vehicles to control the emission of the greenhouse gases. The government also has set up law to control people smoking area. Because it will emit some carbon dioxide during people smoking and it will affect the environment.

    In political aspect, we can use human rights, freedom of press and the rule of law to measure it. HK government has set up the basic law to protect people. Under basic law, the society will have the social harmony. People can contribute to the society without worry.

    I am agree The quality of life refers to individual’s level of satisfaction in relation to the different aspects of their lives. The quality of life includes the two concepts of life and quality. Life relates to many different areas, which can be divided into the material level that satisfies physical needs, and the non-material level which satisfies psychological desires. Quality means how good or bad something is; its increase and decrease and are affected by the objective environment and subjective personal perceptions.

    Firstly, In economic aspect, GDP ,per capita GDP, unemployment rate and Consumer Price Index(CPI) those are index for measuring economic conditions. GDP refers to the total market value of all final goods and services produced by the residents within a given country or region in the evaluated year by the total population of that country or region in that yaar. For 2009 as a whole, GDP fell by 2.7%. The outlook for 2010 is cautiously optim atistic. GDP is forecast to grow by 4% to 5% in 2010, with headline and underlying consumer price inflation forecast 2.3% and 1.5% respectively.
    The economy continued to recover on entering 2010. Merchandise exports rose notably further in January by 18.4% in value terms over a year earlier, while headline inflation remained modest at 1.0%.That mean people was richer , poor family may easily to satisfy basic need, also people can spend more money to buy what they want it will greatly increase consumptive power

    Secondly in social aspect including human development, social quality, Livability, The level of social cohesion, The level of social exclusion, Social capital and sustainability.
    Hong Kong government performed best in maintaining a sound system and developing the economy. It had the worst performance in enhancing family cohesion, protecting the interests of those from the lower strata, promoting fair competition and preventing monopoly, and promoting political democracy, The governments performance especially fell short of citizen expectations in the promotion of fair competition and the prevention of monopoly. Also we have many kinds of individual freedom, such as religious freedom, political freedom, freedom of speech, right of self-defence. I don’t believe that citizen do not want to have freedom

  91. Environmental effective has the Hong Kong SAR Government maintain the quality of life in Hong Kong.
    For environmental aspect, we know that global warming are being more serious because human keeps emitting carbon dioxide and other different particles that affects the environment.So Hong Kong SAR government has promoted activities like catagorizing rubbish n three different bins(Blue bins for wasted paper,brown bins for palstic waste, yellow bins for wasted cans) and recycle them. Other than this Hong Kong government encourages people to participate in the earth day and switch off the light for one hour. Furthermore, HKSAR government already set up laws like punishment for smoking indoor, throwing rubbish and spitting.The punishment can aware people to keep the environment clean in Hong Kong.And the pollution may be decrease.
    From above,we talk the pollution in HK.In Hong Kong there have some pollution , such as air pollution , land pollution and light pollution etc. More serious pollution in Hong Kong is air pollution. To tackle this problem, the Government introduced a comprehensive programme in 2000 with targets to reduce RSPs and NOx emissions from motor vehicles by 80% and 30% respectively by the end of 2005. And now the government have to complete a public consultation on whether to introduce legislation to ban idling vehicles from running their engines.
    So we are live in hk which mean has responsibility to support the environmental potection.
